Authorities are reflected in the window of an empty office suspected of being a "ghost clinic.” These so-called clinics use phony offices, patients, and doctors to cheat the system by stealing or buying Medicare ID numbers from real patients, and using those numbers to submit phony claims. By the time understaffed government auditors catch on to them, the criminals have closed shop and are long gone.
